I've Added the rank of CommunityLeader

The first to have earned this, and a badge for their user lookup, are:

Soon there will be posted on the web site guidelines for this rank.

The Council Members will vote on the approval of future candidates for "CommunityLeader" based on how they have shown themselves on this message board, inside the VMK, and on the VMK Forum site.
